It's now possible for foreigners to apply for a work visa if the person has graduated from a caregiving training facility and acquired national certification. On November 28th, 2016, an amendment from the Immigration Control and Refugee Recognition Law (Act No.88 as of 2016) was revised to now allow international students to change their status of residence to "caregiver" to work as a caregiver or caregiving trainer. The law was passed on September 1st, 2017.

Japan witnessed an increase in international students coming to study caregiving during the five years before 2018.
